Procedure for submitting documents and waiting in line for housing

  1. Writing an application (the standard form is available at any branch of the Pension Fund of the Russian Federation);
  2. Providing the following package of documents:
    • Passport of the parent/guardian;

    • Birth certificates of children;
    • Confirmation of Russian citizenship (issued by the passport and visa service);

As a result, the state developed a number of programs to support young families:

  • Providing subsidies for the purchase of housing;
  • Maternity capital for the birth of a second child;
  • State program “Housing”;
  • State program “Increasing the sustainability of residential buildings, main facilities and life support systems in seismic regions of the Russian Federation for 2009–2018.”

All these programs are aimed to varying degrees at improving the living conditions of families with children.

These state programs are combined into the general state program “Providing affordable and comfortable housing and utility services to citizens of the Russian Federation,” which begins to be implemented in a new way from January 1, 2018.

Main parameters of the state program “Young Family” 2018:

  • The program duration is from 2018 to 2025;
  • The total amount of funds is 1.07 trillion rubles;
  • 859 billion rubles will be allocated from the federal budget.

The tasks facing this program:

  • Increase the volume of housing construction in 2018-2025;
  • Reduce the average cost per square meter of housing for young families;

What is the “Young Family” 2018 program? This is the state subsidizing part of the cost of insufficient living space for a needy young family. In simple words, this is the government allocating money for the purchase of housing for young families.

Not all Russian families can participate in the state program to improve housing conditions. In 2018-2025, a number of well-founded demands are put forward to such families, only after fulfilling which can they receive money from the state for the purchase and improvement of housing conditions.

Conditions for participation in the state program “Young Family” 2018:

  • Parents' age is not older than 35 years;

Based on the experience of some families who have already participated in the “Housing” state program, the scheme for participation in the “Young Family” 2018 program is as follows:

  1. The family applies to the housing department of the local administration with a package of documents (see list below);
  2. Officials recognize a family in need of improved living conditions and enter it into the Register of Young Families and assign a registration date;
  3. When the turn comes, you need to find suitable housing and conclude a deal to purchase it;
  4. Over the next 2 months, money from the state is transferred to the seller’s account and the family is issued a certificate of ownership (extract from the real estate register).

There may also be a situation where the chosen housing is more expensive than the amount of the subsidy. In this case, the family must pay the missing part themselves.

If a calendar year has passed since the date of registration, you must re-confirm your desire to participate in this state program - you may have to resubmit the package of documents.

Important! Young families with many children have preference - they are given a subsidy to improve their living conditions first.

  3. Marriage certificate, divorce certificate (if any);

  5. If you live in your own house, you must provide a technical (cadastral) passport for the residential building;
  6. If one or more family members suffer from a severe form of a chronic disease, which does not allow all family members to live in the same apartment, then a certificate is provided confirming the presence of this disease (medical commission act);
  7. For families living in apartments, you need to take the registration certificate with you to the apartment;
  8. Certificate of ownership or absence of residential premises for all family members (issued by the BTI or Rosreestr);

The full package of documents described above is submitted to the housing department of the mayor's office or local administration, after which the young family must be recognized as needy and put on the register.

After the turn comes and state money is allocated in the required amount, you will need to submit another list of documents to receive a housing certificate under the “Young Family” state program:

  1. Passport of a citizen of the Russian Federation or other identification documents permitted by law;
  2. Birth certificates of children;
  3. Marriage certificate;
  4. Divorce certificate (if available);
  5. Extract from the house register;
  6. Certificate of compliance with the number of square meters per person (no more than 15 square meters);
  7. Certificates of absence of debt for housing and communal services (from Vodokanal, Electric Networks, Management Company, Heat Supply Organization);
  8. Social tenancy agreement (if any);
  9. Documents confirming the ownership of housing (if available);
  10. An order recognizing a young family in need of improved living quarters or a notice of registration of a young family as needing improved living conditions;
  11. Photocopies of work records of all working family members certified by the seal of the HR department;
  12. Certificate of income 2-NDFL (from work) for the last year;
  13. Certificate from the employment service about average monthly income (if receiving unemployment benefits);
  14. A certificate from a credit institution (bank) about the maximum loan amount that a young family can receive;
  15. A copy of a passbook or bank personal account with a living seal of the bank, confirming that the family has funds in the account;
  16. Certificates about the presence or absence of registered property for all members of the young family;
  17. Certificate of assessment of the value of real estate or vehicles owned by a young family;
  18. For single-parent families, a notarized statement that you are not married.

Basic conditions and purpose of the program

All such government programs have 2 main goals:

  1. Support for low-income citizens.

The main and only condition of the “Young Family” program is that the location of the future home is determined by representatives of local authorities. They also approve the developer’s company, all the necessary documents, and the plans according to which the house will be built.

By July 1, 2017, 25 million square meters of housing will be ready for delivery, located in 67 federal subjects.

In addition, each project must be located with a developed infrastructure, and if there is none, then by the time the project is commissioned, all necessary buildings (parks, hospitals, kindergartens, shopping centers) must be within walking distance. Who can participate in the Young Family program?

The conditions for program participants remain the same, namely:

  • Only those families whose housing area per member is smaller than that established in the region of their residence participate in the program;
  • spouses must be adult citizens. One more nuance - the age of both must not exceed 35 years at the time of submitting an application for participation in the “Young Family” program;
  • Families who have their own housing are not allowed to participate.
  • The government puts on a waiting list only families who really need an apartment or house;
  • cohabitation of spouses;
  • minimum income for two - 21,621 rubles, for three - 32,510 rubles;
  • at least 1 child in the family;
  • all family members, including children, must be citizens of the Russian Federation.

In more detail about who, according to Art. 51 of the Housing Code of the Russian Federation is recognized as needing residential premises:
1) if the citizen (and his relatives with whom he is registered) does not own residential premises and they do not live in “social housing” (i.e. under a social tenancy agreement);
2) if a citizen (or his relatives with whom he is registered) owns residential premises, or they live in “social housing” (i.e. under a social tenancy agreement), but the area of ​​​​living premises for each resident is less than the established one (accounting) norm;
The accounting norm for living space, below which a family is defined as needy, varies in the regions of Russia, but on average it is 10-14 square meters. meters per person. The calculation takes into account the total area of ​​housing (without balconies and loggias), as well as all citizens officially registered (registered) permanently on it;
3) citizens living in premises that do not meet the necessary requirements, i.e. in emergency housing;
4) citizens living with a patient suffering from a severe form of a chronic disease, in which cohabitation is impossible.
When determining the level of housing provision (i.e. how many square meters per person) it matters:

  • where each family member is registered, regardless of the place of actual residence;
  • what is the total area of ​​all premises, taking into account: a) premises (including shares) owned by a citizen, b) premises occupied by a citizen under a social contract. rental, c) premises owned or occupied under a social contract. hiring by relatives with whom the citizen is permanently registered;
  • and how many people are registered in the premises taken into account. Thus, if the spouses do not have residential premises in their property, they still will not be able to get into the program if their parents (with whom they are registered) have housing of sufficient size, since the square footage of the parents’ property is also taken into account. The family must have their own funds, which together with the subsidy will be enough to purchase housing, or have an income that will allow them to take out a loan for the missing amount. At the same time, there must be enough funds to purchase housing, based on the estimated cost, and with such an area that each family member has at least the established norm of sq. m. meters.

What is the subsidy amount? And how to use it?

Each payment case is calculated separately. In order to more accurately know the volume of material compensation, the following calculation principles should be taken as an example:

  • Young families with no children receive 35% of the price of the housing they purchase;
  • If there are children in the family, the amount of compensation increases to 40% of the amount for the purchased apartment. In cities of federal significance, this interest rate is reduced. Thus, in St. Petersburg and Moscow, childless families can receive 30% of financial assistance, while a family with children can receive 35% of housing cost reimbursement.

Subsidies can be used:

  • for the purchase of residential premises;
  • to build your own house;
  • for a contribution to the housing cooperative (housing and construction cooperative) to register ownership of the apartment;
  • for a down payment on a mortgage;
  • to repay debt on a mortgage or other housing loan issued before January 1, 2011.

The application is written according to a standard template (can be found on the State Services website) in 2 copies. After the package of documents has been collected in full, the family should contact the real estate department at the place of registration (or another authorized body), submitting a copy of the application. The applicant takes the second copy with him.
The estimated processing time for an application does not exceed 10 working days. After this period, the applicant receives a letter from the department informing him of the decision.
If the answer is positive, the young family becomes a participant in the program (however, the certificate is issued only when it is their turn).

After receiving the certificate, you should contact the bank with it to open an account where the funds will be transferred (this must be done no later than 2 months after receiving the document).

Applicants should pay attention to the fact that the maximum mortgage amount cannot exceed 2.2 million rubles; in addition, the program prohibits the purchase of secondary housing.
