2. Second method

Decoding the TSN estimate. The main table with data consists of 10-11 columns:

  • No. - number in order;

  • Total costs, rubles - multiplication of columns: 5,6,7,8,9 - this is the current price at the time of drawing up the estimate with the current translation index;
  • When reading the estimate of TSN of Moscow, you should take into account that there is work and materials. Additionally, the overhead costs of HP and the estimated profit of the joint venture are accrued from the wages of the main workers of the industrial plant, and HP and joint venture from the salaries of the plant operators. Their value is fixed as a percentage for each type of work. This is clearly visible under the name of each price.
  • ZTR is the labor costs of workers per person hour;
  • “Supplier price” - this wording means that the price is included in the estimate according to the invoice, price list, commercial proposal (which must be attached for the Customer to check the set) without VAT (VAT is charged separately at the very end of the document, so initially it is removed from the unit cost ). The Customer does not always allow such a price to be accepted, because... in the collections of estimated prices there are ready-made items with such materials.

We read the results of the TSN estimate:

  • For each section, the results of the TSN collections are summed up (you need to read from top to bottom);
  • The results of the estimate of TSN of Moscow are read similarly to the results of the sections, having previously summed them up.

TSN 2001 for the city of Moscow

Territorial estimate standards for the city of Moscow at the basic price level as of January 1, 2000 were developed in accordance with the Moscow Government Decree of August 10, 2004 No. 557-PP “On improving the territorial estimate and normative base for determining the cost of construction of facilities in the city of Moscow” .

TSN 2001 was put into effect in accordance with the Moscow Government Decree No. 900-PP dated November 14, 2006 “On the procedure for transition to determining the estimated cost of construction of facilities in the city of Moscow using territorial estimated standards in the price level as of January 1, 2000” in in order to implement an organized transition to a unified system in the Russian Federation for drawing up estimate documentation for city government orders.

The powers of the owner of the TSN 2001 estimate and regulatory framework in force on the territory of the city of Moscow are exercised by the Moscow City Committee for Pricing Policy in Construction and State Expertise of Projects (Moskomekspertiza) in accordance with Moscow Government Resolution No. 48-PP dated February 24, 2011 “On approval of the regulations on Moscow City Committee on Pricing Policy in Construction and State Expertise of Projects."

Collections of standards TSN 2001 are intended for the development of estimate documentation and determination of the estimated cost of construction (reconstruction, major repairs) and restoration and restoration work on objects of state order of the city of Moscow, development of aggregated indicators of the cost of objects, types and complexes of work performed in construction, determination of the initial ( maximum) contract price and contract price concluded with a single supplier.

Development and application of individual estimate standards intended for the construction of a specific facility according to the work production technologies provided for in the design documentation, working conditions and supply of resources that are absent or different from the technologies taken into account in the estimate standards contained in the territorial estimate and regulatory framework for the city of Moscow TSN 2001 , carried out by decision of the Moscow Government.

Reserve funds for unforeseen expenses

The Moscow City Committee on Pricing Policy in Construction and State Expertise of Projects, by order No. MKE-OD/19-36 dated June 20, 2019, made changes to the general guidelines for the use of TSN-2001.

The consolidated estimate includes a reserve of funds for unforeseen work and costs, intended to reimburse the cost of work and expenses, the need for which arises in the process of developing working documentation or during construction as a result of clarifying design decisions or construction conditions in relation to objects (performing types of work) provided for in the approved project.

The fund reserve for unforeseen work and costs is determined:
  • during the construction and reconstruction of capital construction projects - based on the total amount of calculations provided for in Chapters 1-12 of the consolidated construction estimate;
  • during major repairs of capital construction projects - based on the total amount of calculations provided for in Chapters 1-9 of the specified consolidated estimate.

In relation to capital construction projects, the construction, reconstruction or major repairs of which are carried out with the involvement of funds from the budget of the city of Moscow, the reserve of funds for unforeseen work and costs is determined by the state customer in agreement with the main manager of the funds of the corresponding budget (except for cases when the state customer is the main manager funds) within the limits not exceeding:

  • a) 2 percent - for capital construction projects for non-production purposes;
  • 6) 3 percent - for capital construction projects for industrial purposes;
  • c) 10 percent - for unique capital construction projects, as well as metro facilities (except for work in the preparatory period).

To determine the cost of construction of facilities in the city of Moscow, Territorial Estimate Standards for Moscow at the basic price level as of January 1, 2000 (TSN-2001) have been developed and used.

Drawing up estimates using TSN‑2001 for Moscow has a number of features:

    The cost of work is determined according to the relevant standards and prices of TSN-2001 with the accrual of overhead costs and estimated profits, additional costs associated with the performance of work in winter, in the established amounts and manner. The rates of additional costs associated with the complication of work in winter (winter price increases) are calculated by type of work in the form of coefficients for labor costs, wages, machine operation, cost of materials and are “linked” in the regulatory framework to prices, i.e. are taken into account in local estimates in position. separate calculation of overhead costs and estimated profits from workers' salaries and drivers' salaries. The NR and SP standards for driver salaries are the same for all rates. Current standards NR, SP, ZU are provided along with conversion indices to the current price level. When preparing estimate documentation for repair and construction work, overhead costs and estimated profit are accrued in the amounts established for repair work (reducing factors are not used as when working with TER and FER , with the TSN database, separate standards for repair work are provided). The pricing code differs from that adopted in FER (TER). The code contains the chapter code (type of normative collection). There is no need to add a prefix to quotes. Materials not included in the prices do not have an estimate code (price tag code), they only have an OKP code, which is not unique. Local estimates are compiled using special forms at basic, current or two price levels.

To take into account the peculiarities of determining the estimated cost using TSN‑2001 in Moscow, the local estimate provides the attribute “TSN Methodology”. If this feature is set, then an additional tab “Calculation using the TSN method” is displayed on the local estimate form, where the parameters for applying winter price increase coefficients are set.

In the positions of the local estimate “according to the TSN method”, instead of the “Innovation and joint venture” tab, the “Innovation, joint venture, charge” tab is displayed with the corresponding standards, which can be edited if necessary.

According to the TSN methodology, separate calculation of overhead costs and estimated profit from the basic salary (wages of construction workers) and the salaries of machine operators (machinists) is accepted. Norms NR and SP are loaded from the external regulatory database TSN when inserting items into the estimate. The standards for overhead costs and estimated profit from the salaries of machine operators for calculating amounts at the basic and current levels are conditionally constant values ​​and are stored in general settings.
